TERMS AND CONDITIONS - CREDIT BUREAU MODULE / REGISTRATION STATUS
This version of the Terms and Conditions is effective as of January 1, 2026.
This mobile application and web platform (together, the "Finovo Platform") provide you ("User" or "Beneficiary") with an electronic platform operated by Sc Innovative Professional Services Srl, a company incorporated under Romanian law, with registered office in Romania, Cluj County, Cluj-Napoca, Calea Floresti no. 4, registered with the Trade Registry under no. J2019000294124, sole registration code RO40506547, e-mail contact@finovo.ro ("Finovo").
WHEREAS:
(A) The User is interested in exercising the right of access in relation to their personal data included in the database managed by Biroul de Credit ("Registration Status");
(B) For this purpose, by ticking the relevant box in the Finovo Platform, the User authorizes Finovo to consult Biroul de Credit, obtain the Registration Status on the User's behalf, and make it available through the Platform;
These Terms and Conditions set out the conditions under which the User accesses the services made available by Finovo through the Finovo Platform, including the authorization for Finovo to consult, on the User's behalf, the information registered in the databases of Biroul de Credit and to obtain the Registration Status.
Effective from: January 1, 2026
1. DEFINITIONS
"Biroul de Credit" means Biroul de Credit S.A., a joint-stock company incorporated under Romanian law, with registered office at Str. Sfanta Vineri no. 29, Bucharest, Sector 3, registered with the Trade Registry under J2004002176400, sole registration code RO16140132.
"Contract" means the contract concluded between the User/Beneficiary and Finovo under these Terms and Conditions, whose object is the provision of services through the Finovo Platform.
"Order" means the express request sent by the User for the provision of one or more services through the Finovo Platform.
"One-off service" means the paid service provided to the User by Finovo for representation in order to obtain the Registration Status from Biroul de Credit and display credit offers.
"Registration Status" means the data recorded in relation to the User in the database managed by Biroul de Credit.
"Other financial services" means financing (card/loan/leasing), insurance / leasing / investment account (local/external) / saving solutions / international currency transfer solutions / personal finance optimization solutions / fintech transaction accounts.
2. CONCLUSION OF THE CONTRACT
2.1 User enrollment
To register in the Finovo Platform and create an account, the User must complete the following steps:
A) If the User does not want to obtain the Registration Status from Biroul de Credit as the first and main purpose of enrollment.
Step 1. Completing the data: email (user); password. The User may also choose enrollment using Social Media accounts (Facebook/etc.) and/or Google (Email).
Step 2. Accepting the mandatory general agreements regarding the Terms and Conditions, Privacy Policy (GDPR), and Cookie Policy.
Step 3. Validating the declared data through an email with an activation link.
Step 4. Completing registration. The User receives an enrollment confirmation email.
B) If the User wants to obtain the Registration Status from Biroul de Credit after completing the procedure under point A:
Step 1. Entering the CNP in the Platform.
Step 2. Accepting the personalized and mandatory agreements for the Credit Bureau module regarding the Terms and Conditions, Privacy Policy (GDPR), and Cookie Policy. The User also accepts the Mandate and Consent for inquiry.
Step 3. The Platform queries Biroul de Credit to identify the phone number associated with the CNP.
The User is shown the available masked number, selects it, and reconfirms it in the same step by entering the full number.
The User is informed that they will be asked to enter in the Platform a code received by SMS at that number.
When Biroul de Credit cannot use the User's phone number, three random security questions will be generated, and after the correct answer the User will receive the code and enter it manually in the Platform.
Step 4. The Platform asks Biroul de Credit to send the SMS, and the User manually enters the received code in the Platform.
The CNP/phone identification and verification procedure is completed with the help of Biroul de Credit.
2.2 Placing an order
To place an order, the User must be logged into the Platform and select the desired Product.
The User re-checks the four mandatory agreements specific to Biroul de Credit, including the Mandate and Consent for inquiry.
The User is informed that the FICO score from Biroul de Credit is not affected by the consultation.
Card payment is activated through the payment processor.
The payment is collected and the invoice is attached in the platform.
The Platform queries Biroul de Credit to obtain the Registration Status in PDF format. The User will be shown the full Registration Status in the Platform and the option to send the document by email.
2.3 Conclusion of the Contract
The Contract is considered concluded when Finovo attaches in the Platform the Registration Status obtained from Biroul de Credit, with the possibility for the User to download it. The User may choose to access the credit offers displayed together with the Registration Status.
3. OBJECT OF THE CONTRACT AND OBLIGATIONS OF THE PARTIES
3.1 Services provided by Finovo through the Platform
3.1.1 The one-off service provides the User, for a fee, with:
- Access to the Registration Status from Biroul de Credit and display of credit offers
- The one-off service is provided instantly after successful enrollment and payment.
The information is displayed directly in the Platform or can be downloaded directly.
3.2 Cost of services
3.2.1 The one-off service is accessed on a subscription basis, according to the pricing grid displayed in the Platform. Payment is made by card through an authorized processor or through www.Finovo.ro.
3.3 Vouchers
The voucher is a digital product that can be used for one or more reports. It has limited validity and a limited number of uses, communicated in the application. Amounts paid for vouchers are not refunded.
4. CONTRACT TERM AND TERMINATION
The Contract is concluded for an indefinite period and may be terminated at any time by the User by deleting the account. Termination does not affect subscriptions or vouchers already paid for and does not give rise to a refund.
5. RIGHT OF WITHDRAWAL
The User gives express consent for the immediate provision of the services. Once the service has been fully provided (report displayed or sent), the right of withdrawal no longer applies under the legal exception for instantly supplied digital content.
6. LIMITATION OF LIABILITY
Finovo acts exclusively as the User's mandatary. It does not influence or guarantee the accuracy of the data provided by Biroul de Credit.
Finovo is not liable for errors caused by incomplete or incorrect data provided by the User, technical incompatibilities, or connection issues with Biroul de Credit servers or the User's internet connection.
7. APPLICABLE LAW AND COMPETENT COURT
Use of the Finovo Platform, registration of Orders, and the Contract are governed by Romanian law. Any dispute will be settled by the competent Romanian courts in Cluj-Napoca.
8. MISCELLANEOUS PROVISIONS
To optimize the experience and avoid repeated collection, the User may authorize, through express consent given to Finovo, the transfer of basic data (name, mobile phone, address, age, CNP, etc.) between the Platform's products. Sensitive or particular data, such as financial data, the FICO score from Biroul de Credit, or particular information available only within the Registration Status, is strictly excluded from portability.
Any complaint must be sent to contact@finovo.ro. The response will be sent within a maximum of 30 calendar days.
Finovo reserves the right to amend these Terms and Conditions.
Amendments will be expressly accepted by the User at the next access to a service or at the next payment.
By using the Finovo Platform after enrollment and acceptance of the Terms and Conditions, you declare that you have read, understood, and fully agree with the provisions of this policy.

11. Data protection and account deletion
Personal data processing is carried out according to the Privacy Policy available in the platform. Please review it for details regarding data categories, processing purposes, legal bases, and your rights.
If you want to close your account or delete your data, you can submit a request using the Contact link in the platform or the chat available on the website. Requests will be analyzed in compliance with legal retention obligations and the measures necessary to verify the applicant's identity.
